Dear Ramily:
We want to share some important news that will impact our schools and students. As you may have heard, New York State has passed legislation requiring all public schools to implement new restrictions on student cell phone use beginning in the 2025–2026 school year.
Effective September 3, 2025, all schools in our district must enforce a “bell-to-bell” ban on the use of cellphones and other internet-enabled devices. This means that students will not be permitted to use these devices from arrival until dismissal each day.
It’s important to note that this restriction does not apply after school hours. Students will still be able to use personal devices during extracurricular activities, including sports practices and after-school events.
The legislation defines prohibited devices as any that can access the internet, including mobile phones, smartphones, personal tablets, iPads, smartwatches, and communication-enabled fitness trackers. District-issued devices for educational purposes will continue to be permitted. Students with a documented medical need may be granted an exception, pending approval from a medical professional. More information about this process will be shared later this summer.
We understand this change may be difficult for families who rely on personal cell phones to stay in touch with their children during the school day. In response, the law requires that school districts provide systems for two-way communication between families and students during school hours. In Port Chester, our main office will be available to help facilitate these communications when needed.
As this is a statewide mandate, our district is required to comply. The Board of Education will formally adopt the new policy in accordance with state law, and we will continue to keep families informed as plans develop.
This legislation is intended to reduce distractions and support students’ mental health and well-being. We encourage you to share your feedback by completing the surveys below by Friday, July 25. As always, please don’t hesitate to reach out with any questions or concerns.

Thank you for your continued support and partnership as we navigate these changes together.
Sincerely,
Dr. Aurelia Henriquez
